It is regrettable that the Security Council systematically resorts to Chapter 7 of the Charter and often overlooks Article 2, which stipulates in paragraph 3 that ‘the Members of the United Nations shall settle their international disputes by peaceful means in such a manner that international peace and security, and justice, are not endangered.’ “
