How can we explain the fact that not all developed countries are fulfilling their commitment to provide 0.7% of their gross national product in official development assistance to developing countries? How can we explain that international financial institutions have failed in various development projects and that developing countries are collapsing under the weight of debt and suffering from deteriorating terms of trade?
