Although this report mentions violations committed by the coalition armed forces engaged in Iraq, it remains silent on the use of mercenaries and their consequences in this conflict. Furthermore, it takes at face value President Bush’s statement of 10 May 2004, following reports of torture in Abu Ghraib prison, that ‘the United States would respect the law and that the authorities would review operations in Iraqi prisons to ensure that such crimes would not happen again’ (para. 65).
