For other opponents, the lack of financial resources is the main obstacle to the realisation of economic, social and cultural rights. However, the lack of resources in no way prevents States from taking legislative measures to create preconditions for the enjoyment of these rights and, in the event of a lack of resources, from requesting international cooperation in accordance with the United Nations Charter.
