However, the mandate of the Human Rights Commission stipulates: ‘the appointment by the President of the Commission on Human Rights of an independent expert highly qualified in the field of the right to development, who shall be responsible for presenting to the Working Group at each of its sessions a study on the progress made in the implementation of the right to development, which would serve as a basis for a limited discussion, taking into account, in particular, the deliberations and suggestions of the Working Group.’
