On the appointment of an independent expert on the issue of impunity

Impunity is defined as the absence of sanctions against the perpetrators of an established offence who cannot invoke any legal grounds for exemption from responsibility. Impunity is a violation of the right to justice, the right to truth, the right to memory and the right to reparation.
