These four points alone deserve to be addressed as a matter of priority in order to prevent TNCs from escaping all control. It should be noted that, even if the issues raised above were included in a new draft, the Working Group would not have completed its task. Indeed, a mechanism for enforcing these standards would still need to be developed, as would the other issues included in its initial mandate.
